What kind of restriction is this?

Read this today on the TNF website:

"Update on Bowman Road as of May 1, 2012. Open to intersection of Forest Road 14, Grouse Ridge Road. Snowed in beyond that point. Bowman Road closed to wheeled vehicles beyond the sign restricting wheeled vehicles with rubberized tires."

What does "rubberized tires" mean? I don't think tires are rubberized, I think they are completely rubber! If I have Fred Flintstone rock wheels I'm OK on the snow? I swear, the guv'mint gets more obtuse all the time.

Nice to read that the roads are opening up - a number of them are open to 5 and 6 thousand feet already.
